PCI Legislation Gains Momentum in Texas and California

Texas and California Legislatures Pushing for PCI Legislation

Minnesota's passage of the Plastic Card Security Act, was without question a watershed event, but many states will likely soon follow with similar legislation. Texas and California have proposed similar legislation, though Texas' PCI legislative initiative recently stalled in the Senate, while Gov. Arnold Schwarzenegger's veto also delayed plans for PCI legislation in California. The profound importance to take from Texas and California is not the stalling or defeat of the bill, but rather the broad support that Payment Card Industry (PCI) compliance has generated in state legislative sessions.

Without question, similar legislation will be reintroduced to these states, along with many more across the nation. The protection of sensitive cardholder information for consumers is not going to wither and die, rather it will continue to build strength and momentum from a large number of organizations across the country. And it's not always consumer driven by non-profit organizations with little or no cash or voice in Congress. Take the Plastic Card Security Act in Minnesota, its passage by Republican Gov. Tim Pawlenty was aggressively pushed for by the powerful 160 member Minnesota Credit Union Network (MnCUN).
